Dr Liu is currently the Co-Director of Global Health Program, Duke Kunshan University. He joined World Health Organization in 2008 and retired at the end of 2020 from the position of Director, Division of Programme Management at WHO Regional Office for the Western Pacific. At this post from early 2019 he led WHO programme planning, management and technical coordination to support countries and areas of the Region for achieving universal health coverage and disease control, especially combating COVID-19.
Prior to the assignment in the Regional Office, he was WHO’s Representative to Cambodia for three years focusing on health system strengthening, primary health care and preparedness for public health emergencies. He also worked as the Director of Pacific Technical Support Division and WHO Representative to the South Pacific from 2014 - 2016, led a WHO sub-regional Office serving 21 Pacific Island countries and areas mainly in preparedness and response to natural disasters and disease outbreaks, climate change and non-communicable diseases.
From 2011- 2013 Dr Liu was WHO Representative to Lao People’s Democratic Republic. He led the WHO country team and coordinated partners to support the national health sector reform, strengthen capacity for the responses to health emergencies, and helped the Country successfully achieved health related MDG targets. He was awarded a National Friendship Medal by the Laos Government. Before this position Dr Liu was WHO Team Leader for Maternal and Child Health in Laos and the Regional Office.
Before joining WHO, Dr Liu held senior positions in the Ministry of Health, the People’s Republic of China. He worked there for twenty years on national health policy, planning and programs. Before that he started his health career as a “Barefoot Doctor” (village doctor) in countryside of China.
